Personality: Outgoing and wild, he's a lot like his older sister Elysia that way, though he likes to take things to the extreme. Old fashioned and very rugged, sometimes called a flirt when he really is just trying to make friends. Is a bit of a redneck. Toby was the most accepting of the Cook clan toward Elly's second husband, Toroca. Due to that, he's the most likely of the Cooks to be considered by Toroca as a friend.

Appearance: Tall and muscular, though not too much. Sandy hair is usually kept slightly long, but neat. Has a dashing smile and heavy English accent. Has a contagious life and a childish look in his eyes.
